Tesla has not received any regulatory permits and said its final decision will depend on how much state and local property tax relief it can receive, stating it's a "determining factor for investment in Texas."
According to an analysis, the tax program could save Tesla about $16.2 million in taxes.
The global lithium market was valued at almost $7 billion in 2021 and is expected to grow 12% by 2030.
Tesla touted the proposed lithium refinery as the first of its kind in the United States, stating it would "process raw ore material into a usable state for battery production."
When the lithium factory is in Texas, indeed Tesla no longer has to worry about the supply of 4680 batteries. As sourcing becomes more accessible, the cost of batteries and Tesla EVs will drop. Moreover, the production process at Gigafactories is no longer interrupted when waiting for lithium sources from China.
Why is Elon Musk talking about creating his own lithium refinery?
Some experts are concerned that there won't be enough battery-grade lithium to go around as automakers accelerate the production of electric models in the coming years.
If Tesla's plan goes ahead, the carmaker could become the first in the sector to invest directly in lithium refining as automakers scramble to stitch up deals with miners and refiners.

CEO Joe Lowry of Global Lithium said:" Tesla's growth is dependent on lithium. There's no way around that. So building a refinery in Texas makes perfect sense."
Securing a steady supply of battery components is critical for Tesla as it faces fierce competition in the fast-growing market for electric cars.
