Heritage advocate Stephen Pamorada says declaring Quiapo as a heritage zone could attract certain types of investors who see value in the unique charm and authenticity in historic districts. These investors tend to look past the restrictions that come with heritage zone designation. A bill to declare Quiapo a heritage zone has been passed in the House of Representatives but is pending in the Senate. #MakeManilaLiveable
