East Palestine police. What is this police officer doing in front of my truck? Siphon or air hose?

My truck was taken from me July 2, 2021 on a seizure/forfeiture, violating the 4th and 8th Amendment of the U.S. Constitution. And yes I was arrested. Police decided to return my truck August 3, 2021 after having it for 1 month to use as they wished. My attorney was able to get my truck back from the police after I cited the 8th Amendment violation and that I was going to fight to get the truck back. Note what is in the officers hand(s) in front of the truck as well as the sound at the very beginning of the video. Also note the seat belt alarm going off while driving the vehicle as well as the lack of turn signals. Police - rules for thee, not for me.
