### **Safe Offshore Personnel Transfer Procedures**

Personnel transfers between boats and MODUs will be controlled by the use of an adequate risk assessment and the contractor's Permit to Work (PTW) system.

### **Key Safety Guidelines:**

✅ **Weather Conditions:**
- The maximum wind conditions at which personnel transfers offshore can take place shall not exceed a consistent wind speed of 25 knots.
- The Vessel Master and Crane Operator must use their professional judgment to determine if the operation can be successfully completed, even if conditions are within the guidelines.

✅ **Visibility & Transfer Procedures:**
- Personnel shall only be transferred by basket when visibility is good.
- Lifting and lowering personnel in a basket shall be conducted over open water whenever reasonably practicable.

✅ **Basket & Safety Equipment Standards:**
- A safety line shall be used on each personnel basket.
- The crane hook shall be equipped with a safety latch.
- Each personnel basket used for offshore rig and crew boat transfers shall:
- Have current lifting gear certification.
- Be in good condition.
- Be provided with an adequate number of approved life preservers or buoyant work vests.
- Be stored and covered when not in use.

✅ **Crane Operator Requirements:**
- The crane operator must hold an approved license with an approved third-party competency assessment for the specific crane type and model.
- The offshore crane operator shall not transfer more than four (4) persons per crane trip.

✅ **Personnel Safety During Transfer:**
- Personnel must wear approved life preservers or buoyant work vests.
- They shall stand on the outer rim of the basket, facing inward.
- Only light hand luggage is permitted inside the personnel basket when occupied by personnel.
- Rig supplies shall not be transported by personnel baskets at any time.

✅ **Night Transfers:**
- Personnel transfers at night shall only take place after an adequate risk assessment has been completed and approved by the Offshore Installation Manager (OIM).
- Adequate lighting must be ensured for safe operations.

By strictly following these procedures, offshore personnel transfers can be conducted with maximum safety and efficiency.
