The Army has expressed its concerns over the poor and defective quality of ammunition being supplied for tanks, artillery, air defence and other guns by the state-owned Ordnance Factory Board (OFB) leading to the unacceptably high number of accidents.

The Ministry of Defence (MoD) has been apprised of the ammunition-related issues leading to fatalities, injuries and damage to equipment at an alarming rate, causing loss of confidence in most types of ammunition being manufactured by the OFB.

Army has raised its “serious concerns” about the lack of requisite quality control and assurance by OFB with the secretary (defence production) Ajay Kumar.

The OFB runs 412 factories pan India and has an annual turnover of over Rs 19,000 crore. It is the main supplier of arms and ammunition to over 12 lakh strong Indian Army.

Sources in the Indian Army had stated that between 2014 and 2020, 403 accidents, where OFB ammunition was involved, have taken place, causing the exchequer a loss of Rs 960 crore. This, they said, could have financed the purchase of 100 artillery guns. These accidents also left 27 soldiers dead.

Questioning the Army's logic, the OFB said: "The same logic, if applied to the faulty Krasnopol ammunition imported during the Kargil war amounting to Rs 522.44 crore ($111,950,488) could have financed another 55 artillery guns."

The OFB contended that in the accidents that occurred between January 2015 to December 2019, and defect investigations have been completed, only 19 per cent of the cases are attributable to it.
