For the last five years, Delhi's annual PM2.5 levels have dropped by 17% under the National Clean Air Program. Encouraging.

But extrapolate that trendline forward: it takes 25 to 40 years to reach the WHO safety standard.

Human lung capacity develops birth to age 18. The window is unchangeable. The children alive in Delhi today will finish growing into adults while the outdoor air is still dangerous to breathe.
