What is a Quality-Adjusted Life Year (QALY)?

The Institute for Clinical and Economic Review (ICER) is an organization best known for its drug assessment reports which provide an analysis of how "well" drugs work when prescription drug makers release medications.

ICER reports use the QALY framework, which assigns a monetary value to the quality of life and survival length for patients and then assesses the cost-effectiveness of a drug based on its potential to both extend and improve a patient's quality of life.

Because ICER believes "most therapies will never restore a disabled person to perfect health," the quality of life for people with disabilities is valued lower than those without a disability.
