Gimp
https://www.gimp.org/
Free alternative to Photoshop. I used this for cropping, rotating, and repairing damaged part of the images as well as adjusting color and light and dark levels.

Darktable
https://www.darktable.org/
Free alternative to Lightroom. I used this for enhancing the color of a single frame, the one of the composite background without the characters. This can also be done in Gimp.

Waifu2x-caffe
https://github.com/nagadomi/waifu2x
https://github.com/lltcggie/waifu2x-caffe/releases
Free software converting low-res images into high-res, also known as up-scaling. At its core is the open source project Waifu2x. The software I used is a binary compiled specifically for Windows, called Waifu2x-caffe.

DAIN-App

https://github.com/baowenbo/DAIN
Free video interpolation software, add additional frames where there are non. This is also an open source software called DAIN, but has been made into an app for Windows called Dain-app.

Deoldify

Free Video Editing Software
Since this project involved a very short video/movie/motion picture, video editing software was used very little. Most of the editing was done on the individual frames and the heavy lifting was done with the help of AI from Waifu2x, DAIN, and Deoldify. The video editor was use to convert the images into a file, and also to do some basic masking to overlay a video over top of an image. Here are some good, free, open source videos to check out. I used all while playing around with this project, but could have used any one of them to achieve the end result.
