Arduino and multiplexed 7-segment display

We connect a 7-segment display to the Arduino Uno. You see these displays about on ebay, described as:

"4-Bit LED Digital Tube Module"

It uses two 74HC595s to remember the row selector and digit bit patterns, and you have to multiplex the display to make 4 digits appear simultaneously.
