In 1956, Eisenhower signed the Federal Aid Highway Act — 41,000 miles of roads funded almost entirely by the federal government. The official rationale was national defense.

But those highways didn't just connect cities. They went through them. And planners almost uniformly routed them through the neighborhoods with the least political power to fight back.
