Trivia: There are many more pedestrian paradise spots in Tokyo. For example, I uploaded a Kagurazaka video 2 weeks ago. In this video https://youtu.be/JVmbl2eeWIk you see people are freely walking in the middle of the street. Their hours are noon-7pm on Sundays and holidays. Another spot I know is Ochanomizu https://youtu.be/vB2zlvCEAEI They hold it during lunch hours on weekdays. It's only for an hour or 2 so be careful if you go there for pedestrian paradise.
