Massive flooding causing damage to nearby homes septic systems 79 Highway Beaver Dam

This dam is, and Beavers are causing major damage to nearby homes septic systems. I am at a loss on how to take this one completely out. the original dam is so big and mud packed. we can't use an excavator because there is an exposed water main pipe under the ninth the dam.
