Frozen in Time

In down town Boston, in the middle of the Charles River, is a glowing feral one trapped on a raft that is kept afloat on barrels of toxic waste.
I named this ghoul Francis once and I believe I got attacked by raiders so I sort of forgot about him😂
But seeing him this time? I couldn't help but wonder just how long Francis has been there. When he was turning feral, did he panic and try to run away from something? Making a raft out of what ever he could find to get to safety? Only he was so desperate, or his mind so far gone, that he didn't realise that his salvation would become his prison? The toxic waste keeping him above water was what drowned the last shred of his sanity.
