President Ronald Reagan giving a speech in 1984. This was after Reagan was shot in an attempt on his life a mere 2 months after the beginning of his first term. Popping balloons became a common "running joke" at Reagan's speeches, after such a case happened at a speech in West Germany shortly after his recovery, to which Reagan's response to the popping sound was a quick witted, "Missed me."
