This keynote at the Kyiv International Cyber Resilience Forum 2025, delivered at the invitation of Ukraine’s National Security and Defense Council (NSDC), was not just a speech, it was a strategic statement about Ukraine’s future.
Ukraine stands at a historic crossroads.

It can either become a digital state, owning its data, infrastructure, and rules of the game, or remain a raw-material appendage in the global economy, even after the war ends.

In this talk, I address a simple but uncomfortable truth:
natural resources are finite, data is not.

In the 21st century, sovereignty is defined not by territory alone, but by control over data, AI, energy, and infrastructure.

What is happening in Ukraine today:
• Global players are moving fast to secure access to Ukrainian lithium, rare earths, and strategic markets
• The country remains debt-constrained, losing strategic industries and human capital
• Talent and technology risk being exported instead of capitalized domestically

The alternative path:
A decisive shift toward the data economy, AI, and cybersecurity.

During this speech, I publicly proposed support in attracting $20 billion over five years into:
• AI-ready and energy-independent data centers
• National cybersecurity infrastructure
• AI platforms and digital transformation
• Robotics and next-generation industrial manufacturing

Projected impact: up to $1 trillion in cumulative GDP growth.
Cybersecurity is not an abstract concept for Ukraine, it is a matter of survival.

That is why I also introduced Army Health System for the first time,
a battlefield-validated, AI-powered medical data infrastructure designed for wartime conditions.

The system already exceeds several NATO benchmarks and delivers measurable results.
On the battlefield, seconds decide who lives.

Army Health System enables:
• real-time medical decision support
• secure AI-driven data protection using military-grade encryption

Together with the DeHealth team, we have already delivered over UAH 180 million in medical supplies to Ukraine, without fundraising campaigns.

These are actions, not promises.
We are not building isolated technologies.
We are redesigning systems.

If Ukraine does not take its place as a leader in digital transformation,
that place will be taken by someone else.
