Normal sudoku rules apply. Arrows indicate the direction in which the first three digits in that row or column (nearest the arrow) increase or decrease. For instance, r7c1 is less than r7c2 which is less than r7c3. If no arrow appears adjacent to a row or column, the three nearest digits must not be in increasing or decreasing order (that is, the central digit must be the highest or lowest).
