The healthy sail panel has just released its recommendations for a safe return to cruising. This joint venture between Royal Caribbean Group and Norwegian Cruise Line Holdings, submitted a 65 page report to the CDC this week. The report details 74 recommendations for cruising to resume in the U.S. during the current health crisis. The Princess and I dug into this report and are here with a complete breakdown of the major recommendations from the Healthy Sail Panel.

The Healthy Sail Panel was comprised of experts from the medical, transportation, hospitality, and security fields. For the past four months, the panel was tasked to consider all aspects of a cruise when determining the safest way that ships could begin sailing amid the current pandemic. The resulting report offers suggestions and proposed changes in 5 different categories.

In the screening and exposure reduction section, the Healthy Sail Panel proposes that cruise operators instate required COVID-19 testing of crew and guests. Further, the panel emphasizes that passenger loads be reduced onboard. The team of experts did also suggest that facial coverings be worn while inside in areas where congestion can occur. However, these masks could be removed while individuals were seated while dining or drinking. Physical distancing should also be employed, with markers and signage throughout the ship.

For ventilation and sanitation, the panel advised that enhanced cleaning procedures be employed to decrease the possibility of contracting the virus from inanimate objects. Other improvements should be made to air quality, by installing air filters to reduce the spread of pathogens. Additional strategically placed hand sanitation stations, wipes, or hand washing locations should also be installed and made accessible to both crew and guests.

The Healthy Sail Panel was adamant that proper contingency plans be put in place prior to sailing. These include having the appropriate medical staff and equipment. Also, cruise ships should have dedicated treatment areas and quarantine locations to house individuals who may contract COVID-19 during the trip. Crew members should be designated as communication leaders who should keep crew, guests, and local authorities informed of any medical issues related to COVID-19. These additional medical procedures should further include agreements with ports of call for the safe passage of guests who are COVID-19 positive.

When it comes to destinations and excursions, the panel outlined several factors that cruise operators should consider when evaluating which ports to visit. Among these considerations is the government capacity for testing, as well as the current infection rate ashore. One of the more controversial requirements was that guests could only go ashore on cruise ship sponsored or approved shore excursions. The Healthy Sail Panel also recommended that cruises start with short itineraries that focus on private destinations.

Lastly, several precautions were advised to ensure that crew members are protected. Among the suggestions was for a reduction in crew contact with one another, by employing single occupancy cabins when available. Also, crew who come into prolonged contact with guests would be provided with extra PPE.
