MHEG-5 is not a "programming language" in the traditional sense, but rather an international standard (ISO/IEC 13522-5) for presenting multimedia and hypermedia information, particularly for interactive Digital TV services. It was developed by the Multimedia and Hypermedia Experts Group (MHEG), a working group within ISO/IEC.

While there isn't a single "founder" like with a traditional language, it emerged from the collaborative efforts of experts defining a standard for interactive TV middleware. MHEG-5 uses a declarative description language to define the content and interactivity of services like electronic program guides (EPGs) and red button applications. It's widely used in countries like the UK (Freeview, Freesat), New Zealand, and Hong Kong for delivering broadcast interactive services.
