2008 Toyota RAV4 2.4 engine oil consumption, piston design change, extended oil change intervals

This engine was consuming about 1.5 quarts of oil every 3,000 miles. Found the piston oil control rings stuck with carbon and sludge. There is excessive oil blow-by the piston rings and causing oil to burn in the combustion chambers. Toyota technical service bulletin is stating new design piston, but not recommending any change on the service time frame. To the best of my knowledge Toyota still standing behind the 10k service intervals.
