Wait..Lesion is getting a buff?

With the new season, operation Shadow Legacy on the rise, one operator buff has me scratching my head. Why is Lesion, of all operators getting the 1.5x zoom optic on his T-5? He's already in a good spot, the T-5 is already an insane weapon, so why does he need a buff? Could this mean that Ubisoft is trying to make Rainbow Six Siege more frag heavy and change the meta?
