Blur / Frosted Glass in the Unity Universal Render Pipeline (URP) for Free!

In Unity's built-in render pipeline, a blur / frosted glass effect was trivial to create using Grab Pass. However, due to performance reasons, this is no longer available in the Universal Render Pipeline, so a different approach is needed. In this video I explain how you can use a blur effect in URP!

This solution can be used for UI panels - blurring the scene behind them; or 3D scene objects such as windows. This means it can be used in a wide variety of games from 3D exploration games to simple 2D menus!
