Raghav Chadha proposed a technology-driven reform to address long-standing issues in India’s land record system — a National Blockchain Property Register.

Highlighting the scale of the problem, Raghav Chadha noted that nearly 66% of civil disputes in India are related to land, and around 45% of properties lack clear ownership titles. These gaps often lead to legal conflicts, delays, and financial uncertainty for citizens.

To address this, Raghav Chadha suggested moving towards a blockchain-based land registry system. Such a system would create time-stamped, tamper-proof digital records, enabling instant verification of property ownership and reducing the chances of manipulation.

According to the proposal, this approach could help eliminate benami transactions, reduce dependence on middlemen (dalals), and enhance transparency in property dealings, particularly benefiting middle-class families and farmers.

Raghav Chadha also referenced global examples like Sweden, Georgia, and the UAE, where similar digital systems have been explored or implemented to modernize land records.

This proposal contributes to the broader discussion on governance reforms, digital infrastructure, and property rights in India.
