EHDS Interoperability From Regulation to Reality

The presentation explained how the Xt-EHR project translated European Health Data Space regulation interoperability requirements into practical implementation through the development of a conformity framework. It highlighted that Electronic Health Record (EHR) systems do not need to implement all possible functionalities, but rather should comply with requirements based on their specific scope, such as handling laboratory data or patient summaries. To achieve this, the work focused on defining and classifying different types of EHR systems, identifying their roles (e.g. producer, consumer), and mapping them to the appropriate interoperability requirements and profiles. A key concept introduced was “scope conformance,” which determines what each system must implement, allowing a gradual approach where systems initially comply with a core set of data elements and expand over time. The work was developed collaboratively across multiple work packages and stakeholders, creating a specification layer that makes interoperability testable and supports certification and labelling, ultimately ensuring consistent, secure, and meaningful data exchange across the European Union.
