Xiao even at C0 has high potential but incomplete. He still needs a proper 4-set artifact and he'll be even better if they release an off-field Anemo battery unit. Also, Xiao's plunge doesn't seem to hit all enemy types inside of Venti's burst like treasure hoarders in 12-2.
