The City of Blaine, Washington, has a strange way of showing thanks to a local landscaper who donated ~$700 of time, labor, and materials to beautify a neglected community fixture.

Well if you want to get technical I guess they only threatened 'appropriate legal action', but we all know that is lawyer-talk for 'sue'!
