Windows 11 October Update Breaks Recovery Environment: What You Need to Know

Microsoft's latest October update for Windows 11 (KB5066385) has introduced a critical issue affecting the Windows Recovery Environment (WinRE). Users are reporting that USB devices, such as keyboards and mice, are not functioning in WinRE, rendering it unusable for system recovery or restoration. This issue impacts Windows 11 versions 25H2 and 24H2, as well as Windows Server 2025. Microsoft has acknowledged the problem and promised a fix in the coming days.
Additionally, the update has caused another regression affecting the http.sys kernel mode driver, leading to connection failures for IIS websites and localhost applications. Microsoft states that most home users and non-managed business devices will automatically resolve this issue through the Known Issue Rollback (KIR) mechanism. Managed systems may require administrators to apply a special Group Policy for KIR deployment.
Another resolved issue involves smart card authentication and certificate problems introduced in the October update. Affected users can fix this by editing the Windows Registry and setting the DisableCapiOverrideForRSA key to 0. This problem affects multiple Windows versions, including Windows 10 22H2 and Server 2012.
