tl;dr: Replace the .exe in the steam folder with the one from this download link and it should work, contact me if it doesn't i can help i guess

FAQ:
Q: does it work for both steam and retail (cd rom) versions?
A: as confirmed in the comments, yes, but note if you have version 1.0 there will be few players.

Q: Where is the exe located? I cant find it!
A: The .exe should always be located in the main game directory ((hard drive letter with steam library on it, most likely C): 〉Program Files (x86) 〉Steam 〉steamapps 〉common 〉FlatOut2) (I'm unsure about the retail version, it should just be in the CD drive) If the .exe is not there then try verify integrity of game cache through steam (you can look up how to do that).

Q: When I select online it fails to connect.
A: Most likely a step was missed, steam may be still booting from the original .exe. make sure you renamed the .exe files correctly. ((*important*)) also make sure not to add ".exe" in the name. It should automatically add the file extension onto the end. naming it that will just cause it to be "FlatOut.exe.exe" which will not work.
