1984 SPECIAL REPORT : "LEGAL HEROIN"

Britain was the first country to prescribe injectable heroin, also known as diamorphine, to heroin users. This was part of the "British System" of treating opiate problems, which developed in the early 20th century. 

The system allowed doctors to prescribe freely to patients with opiate-related problems. 

The "British System" ran from 1916 to 1984. During this time, doctors prescribed legal opioids to addicts while trying to persuade them to withdraw. 

Between 1982 and 1995, Dr. John Marks led a controversial experiment with heroin prescribing in Northwest England
