In 1929, the United States Navy officially put forward a plan to construct a 13,000-ton-class light aircraft carrier. Its core objective was to build a dedicated carrier within the limits of the naval treaties, one that featured high speed, a moderate aircraft capacity, and the capability to operate in coordination with the main fleet.
After the plan was approved by Congress, the Newport News Shipbuilding and Drydock Company undertook the design work. During the design process, key issues such as "balancing the small hull size with aircraft capacity" and "reconciling seaworthiness with high speed" were prioritized and resolved. The final design settled on a standard displacement of 14,576 tons and an aircraft capacity of 76 aircraft. The vessel was named Ranger, symbolizing its ability to launch rapid strikes and conduct flexible combat operations. Construction officially commenced on September 26, 1931.
