Now a days countries don not go to full fledged war against each others.
One of the reason for it is that many of the countries now posses Nuclear Weapons.
These nuclear weapons acts as a threat and create deterrence.
This concept was mostly in focus during cold war between USA + allies and USSR + allies.
This concept still holds the importance in International arena.
Few political scientists thinks that deterrence might be one of the reasons why India and Pakistan do not go for a full fledged war.
