8. DEVELOPMENT OF DEFENCE CAPABILITIES

NATO member states have agreed that the defence expenditures of all allies must be at least two per cent of gross domestic product. This agreement is the unshakable principle of Estonian defence policy, as well as the combined conscription-based defence model.
Contributing to defence spending is crucial for a small country like Estonia. Together with the generally high level of protection of Estonians, it has helped to build a credible defence forceThe Estonian Defence Forces are small but effective. It is an actual existing force.
