Cop pulls over the wrong car?

I was driving to work one day and caught this little snippet on my dash cam. It looks to me that a confused/distracted cop pulled over the wrong car when he lost track of the other car. It could just be that he saw the car he pulled over doing something farther down the road, but we never even see that car until I point it out in the video, and even then its already been traveling down the road for quite some time so why did the cop take so long to U-turn if he was going after THAT car and not the one that turned.

UPDATE/EXPLANATION: Lol. I see that a lot of you are upset by me not stopping or turning in the video to the police department. I was on my way to work, didn't really think much of it until after I passed, and that's about it. I'll reach out to the PD next week.
