A Model for Using Planning and Zoning Regulations to Improve Access to Charging
Stephen Wagner describes the process of educating, persuading stakeholders, along with crafting a text amendment that passed Planning and Zoning that requires EV charging be made available in Multi-Unit Dwellings and Commercial Developments. Stephen Wagner is the P&Z Commissioner for South Windsor. He led the effort to get approval for a new text amendment that includes both incentives and requirements to expand access to charging for EV owners. This addresses, in particular, residents who do not have access due to living in a multi-unit dwelling or who may not have a garage or even off-street parking.
