If they are not, he will make a small incision along the lateral portion of the nostril, and take out a little piece of nostril to make them look more even.
Remember, a lot of times after rhinoplasty, people are quite swollen, and that may make the nostrils appear uneven. The answer to your question in terms of whether or not a rhinoplasty can fix uneven nostrils, the answer is yes, but they'll never be perfect because they weren't perfect before.
