Do you always need to raise domain functional levels before raising the forest functional level?

Do you need to raise all the domain functional levels in a forest before raising the forest functional level? The answer surprised me.

In this video I demonstrate that with Windows Server 2025, you don't need to raise the domain functional level and can just raise the forest functional level as long as you only have Windows Server 2025 domain controllers and the existing domain functional levels are at Windows Server 2016. By raising the forest functional level to Windows Server 2025, you automatically trigger the raising of the domain functional levels.
