Can a Fly Really Dodge a Bullet?

Why do people think a fly could dodge a bullet because it sees faster than we do? Flies do process visual information about four times faster than humans, which is why our movements look slow to them. They can even take off in just about 20 milliseconds. But bullets travel over 800 miles per hour.
So even with their fast reactions, by the time a fly notices the bullet, it would already be there.
