On Friday, the Justice Department announced news proposed rules for obtaining these firearms, including background checks for anyone who wants to purchase a kit to build homemade firearms and requiring serial numbers to be printed on 3D-printed guns or certain parts to build a gun. According to the DOJ, roughly 23,000 guns have been taken from crime scenes in the past four years that have no serial number attached to them.
