Intuition behind solution: create a heap to store the item with the largest value at any moment. Create a hash map to track how many times a particular label has been used. While your heap isn't empty and you haven't used as many items as you're allowed, pull an item from the heap and add it's value to your return variable if its label has not been used too many times.
