Is this the cheapest JDM Seiko Presage? SARV006 - chocolate dial goodness

Came across this rather oddball Presage model. It's JDM and it's under $300. But is it any good? I have to admit that I like the chocolate sunburst dial.

The rest of the watch? Not so much. It's too big for this style and design. It's also very average when it comes to build quality. Guess you can't have it all when it comes to entry-level Seikos.
