Northern California hit by bomb cyclone and atmospheric river

Heavy rain over northern California is causing flash floods and debris flows near burn scars.

A powerful storm arrived Sunday bringing inches of rain to the Sacramento region, high winds, and potentially feet of snow in the Sierra.
