This song was commissioned to Bob Dylan for the movie "Pat Garrett & Billy the Kid", the story of two criminals. In the story, one of them decides to become a sheriff and starts hunting his ex-friends.
In the movie, the song is played when the sheriff is hit by a bullet and he is about to die.
At that moment he calls his mother and asks her to take the badge away from him and he describes the last moments of his life as dark clouds descending on him.

There was a lot of speculation about this song being against the war and in retrospect, it could seem like it, but when the song was composed the war was already ended, so I think the most genuine meaning is simply about the last moments of a man dying.
