In 1956 the US government completed Pruitt-Igoe — 33 identical concrete towers housing 15,000 people in St Louis. Architecture magazines called it a masterpiece. The architect later designed the World Trade Center.
Within 5 years the elevators were broken and never fixed. The heating failed every winter. The maintenance budget was cut every single year. Not because there was no money. Because the city had decided this population did not deserve it.
Between 1972 and 1976 all 33 towers were demolished with dynamite. 15,000 people were displaced with no replacement housing. The city got its land back. The people got nothing.
The architect said the problem was never the architecture. The problem was that the people in power never intended it to succeed.
