Removing Plastic Mould (Mold) spots - Tests - Toy Polloi

I've seen people posting about 'mould' (or 'Mold' if you are in the US) spots on certain vintage action figures and wanted to see if anything could be done. I don't actually think this is mould, just the plastic degrading. But it was something I wanted to take a look at.
