Police Station:

2:20 Bypassing the death trigger. Saves 60 seconds, loses 30 seconds in Post Office.

The snipers are super-powered, they will kill you in three shots even on A Walk in the Park, but for some reason there is a mechanic where you can shoot at them to temporarily pin them down. You can now walk into their LOS and they won't shoot you even after they stand up again. Only, this is not useful since there is actually a death trigger across the whole street. However, you can jump onto the fence here and pass the trigger.

In Post Office the scripted trigger that opens the front door leading to the Post Office yard needs you to recruit both Freedom Fighters upstairs, but at that point in Post Office you will only have Charisma level 1. There is no other source of Charisma at this point in the game, so you have to blow up the gas station anyway when you get here.

The net time saved is around 30 seconds.
Fire Station:

6:40 Jumping over the railing onto the second floor. Saves 8 seconds.

There is another skip here instead of that one. You can jump directly onto the roof from the barracks outside, but it's not trivial. There is an invisible wall in the way, which you can't clip even slightly or you won't make the jump, but if you jump too wide you won't have enough distance, and it's hard to get a precise setup since you keep sliding off the railing where you need to jump from. Also, you are getting shot at which can obscure your vision. Thankfully the other skip is nearly on par with it so I go for that one instead.
Power Plant:

12:47 Jumping onto the invisible wall of the barbed fence and over the wall. Saves 20 seconds.
Naval Base:

14:10 Killing Tatarin with a Molotov through the wall. Saves 2 seconds compared to the balcony route.
TV Station:

17:17 Jumping past the broken staircases. Saves 35 seconds.

A new setup here. It's still precise but slightly more consistent, and faster.
Boat Landing:

With the Fort Jay skip you can just go straight to the closest manhole here. Saves 45 seconds.
Fort Jay:

20:14 Climbing out of bounds, going straight to the first flag. Saves 20 seconds.

This enables the big sequence break here. Since you can bypass the locked front gate you can go straight from Boat Landing to Fort Jay and beat the game. Skips all of Munitions Depot, Docks and Artillery. Saves 2 minutes.

20:54 Climbing onto the wall, passing the locked gate leading to the rest of the flags. Saves 30 seconds.
That leaves another new skip in Docks unused which skips most of the level (40 seconds).

In Naval Base / Boat Landing, at those fences that run perpendicular to the quay, you can fall off and then quickly grab the ledge on the other side. Very precise but can be done consistently. In Naval Base it's on par with the current route. With the old route in Boat Landing (where you need the flag), it would have been useful to bypass the northernmost fence like this, but in that case there is actually an invisible wall in the way.

In High School you can get to the flag directly from outside, but it's a few seconds slower than using the broken staircase.
Location order compared to the old route:

Movie Theater before Power Station, to get rid of the chopper.
TV Station before High School.
