The NSG is a Government Agency and not a Special Force related to the Military. It reports directly to the government; more precisely, ministry of home affairs. Hence, at the federal level it can be compared to the FBI SWAT or FBI CIRG. I suppose these are the only organisations in the world at this level. Even the UK has an agency (UKSF) similar to the NSG but it also reports to the Ministry of Defence hence, I have not included it in my list. As you can see there are only 2 organisations in the world which have this tripe of structure ( SF that report to the gov. On such basis) and as I said; they are:

1.FBI SWAT/ CIRG (US)
2.NSG (IND)
Now let's compare, let me give their intro first (Wikipedia)

NSG
The National Security Guard (NSG) is an Indian special forces unit under the Ministry of Home Affairs (MHA). It was raised in 1984, following Operation Blue Star and the assassination of Indira Gandhi, "for combating terrorist activities with a view to protect states against internal disturbances".

FBI SWAT/CIRG
FBI Special Weapons and Tactics Teams are specialized tactical teams (SWAT) of the Federal Bureau of Investigation (FBI). SWAT agents are specially trained to intervene in high-risk events like hostage and barricade situations.The FBI maintains SWAT teams at each of its 56 field offices throughout the country varying in size up to about 42 members. In the event of a large scale problem that local law enforcement does not have the resources to handle, FBI SWAT teams from the local field office, as well as outside the local region can be dispatched to aid the local authorities.

With everything clear; let's move to the comparison:

NSG is more of a centralised unit but with different objectives (FBI SWAT is the closest Organisation I found like the NSG). FBI SWAT are present in 56 of its field offices and are also protecting them whereas NSG is only in 4–5 locations in India and was in only 1 location before 26/11
NSG is a little more Militarised. NSG trains with the Army and the Indian Army SF’s provide the basic core and training. NSG is also guarding some Military institutions whereas FBI SWAT is more of a Law Enforcement agency rather than Anti Terror Organisation which the NSG is.
NSG’s reaction is “response.” While FBI SWAT’s reaction is “Avoid Reaction” What I mean with this is FBI SWAT tries to safeguard the community while the CRPF, CISF etc. Do that in India and NSG only comes when needed.

NSG is a little more of an upper level Organisation. FBI SWAT is called for Raids, Checks and even sometimes for Rampages, Terror Attacks while NSG only arrived to reduce the terror output.
NSG comes when even The Police call “100″ while FBI SWAT is usually seen as a local agency but with a federal input.
FBI SWAT can also counter marinetime operations whereas NSG isn't that responsible for marinetime responses in case of water situations only, MARCOS are usually involved.
