1999 Toyota 4runner rough idle with window down

All right as the video states this is a 1999 Toyota 4runner, four cylinders with 176,000 miles. I have a check engine light PO402 that's been on for last year I have not been able to find the issue quite yet but I'm noticing something new today. The vehicle has a rough idle to start with but when I put in neutral and attempt to roll up the windows when the windows are already rolled up, the engine RPM drops.
