Director Justin Lin filmed on public streets without full permits, working with small crews and real traffic to capture a raw, authentic feel of the city. Filming permits in Japan are notoriously strict, making this a real risk for the production.

Lin later said that if authorities had stepped in during these shoots, he personally could have been detained or arrested, which would have shut the film down instantly.

It is being reported that during one such incident, the studio had a contingency plan involving a stand-in who would take responsibility if arrests were made, allowing Lin to avoid detention. This claim has circulated for years but has never been officially confirmed by Lin or Universal Pictures.

What is confirmed is that some real Tokyo footage did make it into the final cut, but much of the Shibuya sequence was recreated using visual effects, and large portions of the film were shot in California and carefully dressed to look like Tokyo.
