Run off areas in F1 - Safety and shortcuts

To try and stop F1 cars slamming into a wall the moment they leave the track, we give them plenty of space to escape into called run off areas. Grass, gravel, dirt and tarmac have all played their part over the years, but which works best?

And do run off areas make it too easy for cars to get away with mistakes? How do we combat that?
