Why wasn't the Reading & Writing room a success on Titanic?

The Reading and Writing room onboard Titanic and her sister Olympic was probably the most underused first class public room onboard the ships. The room was arguably one of the most beautiful onboard but passengers were not using it as much as expected and was later reduced in size on Olympic. Why was the room a failure?
