New grooming gangs inquiry looks at 'ethnicity and religion' after Labour’s 'BOTCHED' first attempt

On Tuesday, the national inquiry into child sexual abuse and exploitation released its final terms of reference, confirming a hard-hitting probe into how the ethnic and religious backgrounds of both perpetrators and victims have shaped institutional responses.

Formed in 2025, the grooming gangs inquiry was launched to confront long‑running claims that authorities ducked the issue of race when investigating these crimes.

After initial meetings with victims and survivors, chair Anne Longfield said her team is examining the roles of local authorities, health services, the police and schools in failing to protect children.

“At every turn, victims and survivors say that when they asked for help, they didn’t get the protection they needed and deserved. We intend to find out why,” she said.

Testimony from victims has driven the panel’s decision to scrutinise the impact of ethnicity and religion on offender behaviour and on how institutions detect, investigate and respond to abuse.
